Table rate add-on, how to set delivery costs for post code range

Post codes in Australia, Victoria are from 3000-3700

I need to setup a range of post codes 3000-3067 for examples to be $20 shipping.

How do I do this? The only thing is mentions on the plug in is P* = PE30?

I've tried 31* and 31 but all the rate I get is $0

I need to set a range 3000-3100 as $30.
